Due to extreme hot conditions prevailing in the State it has been decided that classes will remain suspended in all Government, Government Sponsored and Non-Government aided schools (Primary to Higher Secondary) from 16th June, 2014 to 25th June 2014

You are requested to advise all schools under your respective control accordingly. You are also requested to recommend similar action to all unaided schools under your control.

During this period admission process will continue as per schedule in Higher Secondary Schools. Teachers will attend schools during this period.

TNPSC VAO Results 2014

TNPSC VAO Results 2014 will be declared by Tamilnadu Public Service Commission. TNPSC has issued VAO Job recruitment notification in the month of March 2014. The commission has conducted the VAO (Village Administrative Officer) examination on the 15th June 2014. Lot of candidates have appeared for the VAO written examination. TNPSC will be issuing VAO Answer Key with in few days from the date of written examination. VAO Results will be declared later.

Andhra Pradesh and Telangana Teachers Rationalization will likely be started in the month of July 2014. School Education Department of Andhra Pradesh and Telangana will likely release rationalization norms, guidelines and names of schools that are affected by the rationalization process. Teachers recruitment process has not been taken up for the last two years.

AP/Telangana Teachers Rationalization and Transfers 2014

Govt of Andhra Pradesh and Telangana may announce DSC 2014 notification in the month of August 2014. There fore rationalization process may start in the month of June/July 2014. Teachers Transfers will follow the rationalization process. Official announcement, G.O will likely be released in the coming weeks. Teachers of 13 districts of AP and 10 districts of Telangana have to check their official district educational officer (DEO) website for the rationalization lists and effected schools list.

Telangana Govt today announced that, Telangana State Government will pay the Fee of Telangana students studying in professional colleges. Students who belong to Andhra Pradesh and studying professional courses in Telangana State, have to pay their fee on their own. Telangana State Govt will pay the fee of Telangana Students who are studying in Andhra Pradesh.

Fee Reimbursement Scheme is a student education sponsorship Programme by Government of Andhra Pradesh. It supports students belonging to economically weaker sections in the state. In 2012-13, more than 600,000 students in professional colleges were covered under the scheme, including around 150,000 students in engineering colleges. From 2013 to 2014, the government has made Aadhaar number mandatory for students availing the scholarship

The Fee Reimbursement programme was started in 2008 during the tenure of Y. S. Rajasekhara Reddy. The government spent Rs.2,000 crore in 2008-09 and shot up to Rs.5, 000 crore in 2012-13. The scheme covers students pursuing professional courses like engineering, medicine, MBA, MCA, B Ed etc. Engineering gets Rs 52,000 funding per year

Part Time Instructors Recruitment 2014

The government has issued proceedings Rc.No.26, Dated 28.05.2014 for engaging Part Time Instructors. These part time instructors will be appointed for Art Education, Health & Physical Education and Work Education for the academic year 2014-15.
Part time instructors for Art Education, Health and Physical Education, Work Education shall be appointed where the enrollment is more than 100 pupil. For this purpose 6th and 7th classes in Upper Primary schools and 6th to 8th classes in High schools shall be considered. 12271 part time instructors will be appointed in both the states.

Subject: Primary Education, Right of children to free and compulsory education rules-inclusion of 8th class in upper primary schools to have eight year of elementary cycle in the state from the academic year 2014-2015-orders issued.
Ref: 1. Lr.No.170/RVM(SSA)/C2(B7)/2010, dt:13-06-2014 of the SPD, RVM(SSA) Andhra Pradesh, Hyderabad.
2. G.O.Ms.No.55, SE(PE-SSA), Dept., dated: 05.07.2012

In the letter 1st cited the State Project Director, RVM Andhra Pradesh while reiterating the provisions of Right to Education Act 2009 has informed that there are 3869 UP schools, which do not have VIII class in Andhra Pradesh State as per DISE September 2013. Out of these 3869 UP schools 2441 schools have the strength above 20 in classes VI and VII.

The SPD has further stated that the Right to Education norms does not specify the minimum number of children required in classes VI and VII for opening of VIII class in the same school to complete the Elementary Education Cycle. Thus, the 2441 UP schools have to be considered for opening of VIII class so as to enable the children to complete the elementary cycle in the state taking 20 students as economically viable strength.

Further, as reported by the SPD, RVM there will be no additional requirement of teachers if VIII class is opened and in Annual Work Plan and Budget of SSA for the year 2014-15 additional class rooms were sanctioned to all those 2441 UP schools in Andhra Pradesh State. Consequently, there is no additional financial commitment involved in this regard.

In view of the above circumstances and after examination of the proposal of the SPD, RVM in terms of the guide lines issued in the GO 2nd read above the Commissioner School Education is hereby accord permission to include VIII class in 2441 UP Schools in all districts of Andhra Pradesh Sate from the academic year 2014-15. The list of the UP schools proposed for inclusion of class VIII in 2441 UP Schools in AP State from this academic year 2014-15

ORDER:
As part of welfare programmes, the Government has been implementing various Pension Schemes for the most needy and vulnerable people i.e., persons with old age, widows, people with disabilities and weavers to provide them succor. In the reference 3rd read above a proposal has been received from the
Chief Executive Officer, SERP for enhancement of scale of pension to Old Age Persons, Widows, Disabled category persons.
2. Government after careful examination of the matter have decided to enhance the existing rate of pension to Rs.1,000/- per month to the old age persons, widows, weavers, toddy tappers, ART cases and Disabled persons with 40% to 79% degree of disability, and Rs.1,500/- per month to the persons with
80% and above degree of disability to provide more secured life to them.
3. The pensions enhanced in respect of various categories as stated at para two above shall come into effect from September 2014, and to be paid from 2.10.2014.
4. The Chief Executive Officer, Society for Elimination of Rural Poverty, A.P., Hyderabad shall take further necessary action in the matter accordingly.

From the Commissioner of Intermediate Education, Telangana, Hyderabad, D.O. Letter Rc.No.Ser.II-2/22324/2013, dated:04.06.2014.
ORDER: -
The Commissioner of Intermediate Education, Telangana, Hyderabad in her letter read above has stated that, at present 3875 contract faculty are working in Government Junior Colleges Telangana State. Government Junior Colleges are reopened on 04.06.2014 for the academic year 2014-15. Hence there is immediate need to renew the contract faculty for smooth functioning of the colleges.

2. After careful examination of the matter, Government hereby accord permission to the Commissioner of Intermediate Education, Telangana, to engage/ continue contract faculty working in Government Junior Colleges in the State w.e.f 04.06.2014 for the academic year 2014-2015. Subject to the condition that the renewal shall be strictly based on actual requirement with reference to admissions and also following conditions:

(a) Not to contract the services of any additional personnel beyond those actually working as on 28.03.2014.
(b) Undertake a critical analysis of the need for personnel services obtained through outsourcing and contracting system and come up with proposals for rationalizing the existing system.
(c) Establish performance bench-marks for each individual working on outsourcing and contracting basis and monitor their performance closely and take appropriate action to extinguish their service relationship whenever performance falls short of established bench-marks.
(d) As and when a post is filled on regular basis, if any individual hired through outsourcing or contract is currently occupying such a post, his/her services must be dispensed with.
(e) Instructions of the Government with reference to ‘Outsourcing/Contracting’ be followed scrupulously.

3. The Commissioner of Intermediate Education, Telangana, Hyderabad, shall take necessary further action in the matter, accordingly.

4. This order issues with the concurrence of Finance (HR.I) Department vide their U.O.No.03/1/A3/HRM-I/14, Dated:13.06.2014.

Allthe District Educational Officers, the Project Officers of SSA and the Principals of DIETs ofAndhra Pradesh State are informed that the Mandal level in-service teacher training for primary teachers willbe conducted from 1st July, 2014 to 31st August 2014, on completion of TOT at the State Level.

Training will be given to teachers on the basis of the subjects they are teaching at their schools.

Training will be of a 3day duration in each of the 4 subjects at this level i.e., I class Telugu 3days; I class Mathematics 3 days; III, IV &V classes English 3 days and III, IV & V Mathematics 3 days.



The 3-day training for teachers at the Mandal level will begin simultaneously in the first 20 Mandals as selected by the MEO concerned during the first 3 days (i.e., I & II classes Telugu-5 Mandals; I &II classes Maths next 5 Mandals; III, IV & V classes English next 5 Mandals and III, IV & V Maths next 5Mandals), spell-wise.

Each spell is of 3day duration and the 4subjects will be covered in 12days (4spells) in 20 mandals.

No teacher shall be given exemption from attending the training except under medical grounds.

After completion of the 3day training in the said 4 subjects, in the first 20 Mandals, the teams will interchange and train the teachers in the uncovered subjects. This process will continue till all the
Mandals and all the teachers in the Mandals are covered.

Human Resources Contract / Outsourcing - Renewal of services of the contract and outsourcing personnel working in various Government Departments up to 31.12.2014 –Orders - Issued
FINANCE (HR.I) DEPARTMENT, G.O. Ms.No.146 Dated 27.06.2014.
ORDER:
1. With a view to supplement the workforce based on short-term requirements, the Government has been permitting the departments to hire the services of individuals on contract/ outsourcing basis for a limited
duration with the prior approval of Finance Department. The Government issued a general order continuing the services of individuals serving the government on contractual and outsourcing basis up to June 30, 2014, in the reference fourth cited.

2. In the reference third cited, the Government of India notified the Andhra Pradesh Re-organisation Act, 2014. Accordingly, the residual state of Andhra Pradesh has come into existence on the Appointed Day of June 02, 2014. In references fifth and sixth cited, the General Administration (SR) Department has issued orders for provisional apportionment of personnel working on contract/outsourcing basis between the successor States of Andhra Pradesh and Telangana

3. In order to avoid hardship to those contractual / outsourced personnel provisionally allocated to the Andhra Pradesh Government effective June 02, 2014 and whose contractual tenure is expiring on June 30, 2014, the Government has decided to continue the tenure of the personnel provisionally assigned to serve the State of Andhra Pradesh on June 02, 2014, to continue to provisionally serve the Government under the existing terms and conditions until December 31, 2014, pending further orders in the matter.
4. Accordingly, the Government hereby order that the services of those persons working on contract / outsourcing basis on June 02, 2014, with the prior approval of the Finance Department, be extended provisionally up to December 31, 2014, subject to the existing terms and conditions as mentioned in reference fourth cited
5. These orders are applicable only to those persons directly contracted by the government departments with the prior concurrence of the Finance Department and persons whose services have been procured from manpower agencies currently serving the field offices located in villages, Urban Local Bodies, Mandals, Divisions, Districts, Zonal and Multi-zonal offices etc., in the territories that constitute the State of Andhra Pradesh and those working in the Secretariat departments, Head of Departments,
State Level Offices if any, where such persons have been apportioned and provisionally allocated to the successor State of Andhra Pradesh as per the G.Os fifth and sixth read above.

6. These orders are not applicable to the offices/Institutions where such apportionment of Contract persons and the persons whose services have been provided by the manpower agencies has not been made as per the ratios mentioned in the GO fifth and sixth read above.

7. In addition to the conditions mentioned in GO fourth read above, the Departments concerned shall follow following conditions specifically in respect of contractual services.

i) The contract with the individual employees or with the Manpower Agencies shall not be treated as continuing from the past but as new contractual arrangement for a limited duration.
ii) The departments shall not issue a generic order of contractual and shall refer to the arrangement as ‘contracting services for specific duration with specific terms-of reference.
iii) The departments shall define specific Terms-of-Reference (TOR), supervision system, performance management system, terms and conditions of contract and monitor fulfillment of these conditions.

8. Based on these orders, the Secretariat Departments concerned shall dispose off requests for continuation of Contract/outsourcing services relating to HODs under their control without referring the files to Finance department
